State Offices Adminstering Business Opportunity Disclosure Laws - List of the 26 states that have business opportunity laws. Most of these states prohibit the sale of a business opportunity unless the seller of the business opportunity provides the potential "Licensee" pre-sale disclosure documents that have been previously filed with the appropriate state agency. Note that if a business opportunity seller is not required to provide pre-sales disclosures under the FTC Franchise Rule, the business opportunity states will almost always require a Licensor to provide pre-sale disclosure to a potential licensee under the state's business opportunity laws. Business opportunity laws typically cover every type of business opportunity that might be offerred.
